Established in 2026, our Advocacy Programme focuses on reforming the structures that shape capital flows in Finland, across Europe and internationally. We identify projects through our own research and partnerships and do not run open calls for grant applications. We support projects and collaboration initatives that advance four objectives:
Strengthening the evidence base for climate economics in Finland
We strengthen the evidence base for policymaking so that the economy-wide impacts of climate action can be assessed more effectively and climate, economic and industrial policies better aligned.

Grant awarded: €280,000
Period: 2026–2027
The Developing Green Transition Policy Modelling in Finland (FinReform) project aims to develop a modelling tool to support Finland’s green transition by assessing the economic impacts of climate change and related policy instruments. The project responds to a need identified by the Finnish Ministry of Finance, the Finnish government working group on long-term economic growth (Room for Growth) and the National Audit Office of Finland to strengthen evaluation tools from a macroeconomic perspective.
The work builds on the dynamic GreenREFORM EU model developed in Denmark, with the aim of adapting and implementing it in Finland. The objective is to create a model that enables consistent analysis and simulation of the measures, policy instruments and choices required for the green transition.
The aim is to build a model that enables analysis of how different climate actions and policy decisions affect the economy, emissions, and the progress of the green transition. A key element of the project is joint learning between research institutes and ministries in support of policymaking. The project is the first funding decision under the TAH Foundation’s new Advocacy and Sustainable Finance programme.
Advancing Ambitious European Climate Policy
We strengthen business participation in shaping ambitious and coherent European climate and industrial policy. We support initiatives and collaborative networks that foster constructive dialogue between businesses and policymakers. Initiatives advancing this objective are being developed for 2026–2027.
Bringing Nature into the Financial System
We promote the integration of nature–economy dependencies into financial decision-making. We strengthen the financial sector’s capacity to identify and manage nature-related risks and develop shared data, methods and tools. An initiative advancing this objective is being developed for 2026–2027.
Fostering Systems Philanthropy
We promote approaches in which foundations use their funding, expertise, networks and influence to accelerate systemic change. We advance this objective particularly through convening and by sharing the TAH Foundation’s approaches to systemic and proactive project development.
